What Is an Offshore Accommodation Container?

An offshore accommodation container is a transportable module designed to provide living or support space on offshore platforms, vessels, barges and other marine facilities. Depending on the layout, it may serve as a sleeping cabin, office, changing room, recreation room, mess module or another occupied space.


It is not simply a shipping container fitted with beds. A suitable offshore accommodation module must address several functions as one system:

  • structural strength for transport, lifting and installation;
  • the fire integrity required at the intended location;
  • heating, cooling and ventilation;
  • electrical, communication and alarm interfaces;
  • freshwater, grey-water and black-water connections;
  • safe access, escape and internal circulation;
  • furniture and sanitary arrangements suitable for the stated occupancy; and
  • compatibility with the host platform or vessel.

These requirements are interdependent. For example, a ventilation penetration can affect a fire-rated boundary, while an internal layout can affect escape routes, maintenance access and utility routing. The module therefore has to be engineered as a complete occupied space.


Which Standards and Approvals May Apply?

The applicable compliance package depends on the host facility, flag or coastal-state requirements, installation location and project specification. Buyers should define the required approval basis before detailed design.


DNV 2.7-1 and EN 12079

DNV-ST-E271, commonly referred to as DNV 2.7-1, provides requirements for the approval and certification of offshore containers and their lifting sets. It addresses matters such as design, manufacturing, testing, marking and inspection. EN 12079 is also commonly specified for offshore containers.


These standards are important for offshore handling and structural certification, but they do not by themselves define every habitability, fire, electrical or host-installation requirement for an accommodation module.


ABS approval for portable accommodation modules

For modules intended for installation on ABS-classed vessels or offshore units, the ABS Guide for Portable Accommodation Modules may form part of the approval basis. Its scope covers the design, construction, installation and survey of accommodation modules, including structural, piping, electrical, ventilation, fire-integrity, layout and placement considerations.


TLS has developed ABS-approved accommodation module configurations. Approval should nevertheless be confirmed against the exact module design, host facility and project scope being purchased.


A-60 fire protection

Where an A-60 boundary is required, fire performance depends on the tested assembly, not on insulation material alone. Bulkheads, decks, doors, penetrations, ventilation openings, dampers and joints must be treated as part of the complete fire-protection arrangement.


An A-60 designation refers to integrity and insulation performance under the applicable prescribed fire-test conditions for 60 minutes. It should not be used as a general claim that a module is suitable for every fire scenario. The required fire rating and the boundaries to which it applies must be established from the project fire-safety plan.


Maritime Labour Convention considerations

Where the Maritime Labour Convention, 2006 applies, the host vessel's accommodation arrangements may need to address room dimensions, heating and ventilation, noise and vibration, sanitary facilities, lighting and other factors that affect seafarers' health and well-being. Compliance is determined within the context of the vessel, flag administration and applicable inspection regime; it should not be inferred solely from the supply of a standalone module.


What Can a 20ft TLS Offshore Accommodation Container Include?

One TLS 20ft configuration uses two independent single-person rooms with a shared bathroom. The brochure identifies the following nominal dimensions:

  • external: 6,058 mm long, 2,438 mm wide and 2,896 mm high;
  • internal: 5,528 mm long, 2,332 mm wide and 2,716 mm high.

The illustrated configuration includes a bed, wardrobe, desk, chair, lighting, sockets, TV bracket and data/telephone/TV interfaces in each room. The central bathroom includes a toilet, washbasin, shower and mirror.


Depending on the agreed specification, the module may also incorporate:

  • A-60 insulation and self-closing A-60 doors;
  • marine coating and anti-slip PVC flooring;
  • heating and cooling air-conditioning;
  • bathroom mechanical exhaust with fire dampers;
  • distribution equipment, lighting, switches and external electrical interfaces;
  • flame-retardant marine/offshore cabling;
  • pre-wiring for fire alarm, sensing, public-address or communication systems; and
  • freshwater inlet plus grey-water and black-water outlets.

The brochure describes construction materials intended for environments from -30 degrees C to +70 degrees C. This range should be treated as a design input to confirm for the specific unit and project. HVAC capacity, electrical ratings, equipment selections and guaranteed internal conditions must be checked against the actual ambient temperature, solar load, occupancy and host utilities.


When Is a Larger Linkable Module More Suitable?

A larger accommodation module may be preferable when a project requires higher occupancy, en-suite sanitary spaces or a multi-module accommodation block.


One TLS ABS-approved reference design is approximately 9,800 mm long, 3,400 mm wide and 3,048 mm high, with a stated weight below 17.5 tonnes. The illustrated arrangement accommodates up to eight people in two rooms and provides wet-unit facilities. It includes features such as bunks, lockers, workspaces, HVAC, fire and gas detection, sprinklers, emergency lighting, PAGA connections and utility interfaces.


The design also demonstrates how modules can be connected by structural, mechanical and architectural linking kits. An internal central corridor can allow personnel to move between linked modules without repeatedly entering the open deck environment. ISO corner blocks, deck-mounting pads and twist locks assist installation, while the lifting arrangement is engineered for offshore handling.


Stacking or linking must never be assumed from appearance alone. The permitted number of tiers, occupancy condition, host motions, deck loads, sea-fastening arrangement, wind criteria, lifting set and approval basis must all be verified for the selected design and installation.


What Should Buyers Define Before Requesting a Quotation?

A useful enquiry should describe how and where the module will operate. At minimum, the supplier needs the following information:

  1. Host facility and location: vessel, fixed platform, floating installation, barge or onshore site, together with the intended installation area.
  2. Service and occupancy: sleeping, office, recreation or mixed use; number of occupants; single beds or bunks; and expected occupancy duration.
  3. Module arrangement: 20ft or custom dimensions, room layout, bathroom configuration, linking requirements and proposed stacking level.
  4. Certification basis: DNV 2.7-1/EN 12079, ABS, CSC, flag requirements, client specifications and any other stated approval.
  5. Fire and hazardous-area requirements: required fire rating, fire-boundary locations, area classification and external-equipment requirements.
  6. Design environment: minimum and maximum ambient temperatures, humidity, salt exposure, wind, host motions and any project-specific corrosion system.
  7. Electrical interfaces: incoming voltage, frequency, socket standard, load schedule, earthing philosophy and connection type.
  8. HVAC and ventilation: occupancy, heat load, redundancy, fresh-air requirement, bathroom extraction and external design conditions.
  9. Safety and communications: fire and gas interfaces, PAGA, telephone, network, TV, emergency lighting, detectors and shutdown philosophy.
  10. Plumbing interfaces: freshwater and seawater requirements, water heating, drainage, pipe sizes, connection locations and host-system conditions.
  11. Transport and installation: lifting restrictions, maximum weight, deck loading, tie-down method, access route and available installation equipment.
  12. Documentation and testing: drawing list, calculations, certificates, inspection points, FAT scope and delivery documentation.

Providing these inputs early allows the structure, layout and utilities to be developed together and reduces late changes during approval or site installation.


Frequently Asked Questions

Does every offshore accommodation container need DNV 2.7-1 certification?

Not automatically. The required certification depends on how the module will be transported, lifted, installed and operated, as well as the requirements of the host facility and project. DNV 2.7-1 is widely specified for offshore containers and lifting sets, but the complete compliance basis must be agreed for each application.


Does an A-60 door make the whole module A-60 rated?

No. Fire performance applies to a complete tested or approved assembly. Doors, walls, floors, ceilings, penetrations, dampers and connection details must all preserve the required boundary performance.


Can offshore accommodation modules be stacked and linked?

Yes, if the selected design and installation arrangement are approved for that purpose. Stacking capacity, occupancy during operating conditions, module connections, deck loads, access and escape routes must be verified rather than assumed.
